Sen. Bobby Champion Focuses on Fraud Prevention, Capitol Security and ICE Accountability

Sen. Bobby Champion enters the legislative session focused on fraud prevention, Capitol security and ICE accountability, outlining efforts to strengthen oversight and protect Minnesotans.

Sen. Bobby Champion, a key figure in the Minnesota Senate, is entering this legislative session with a clear focus on protecting Minnesotans and strengthening oversight across multiple areas, from fraud prevention to public safety. In a wide-ranging conversation, Champion shared updates on bills heโ€™s pursuing, as well as his reflections on what has, and hasnโ€™t, moved during the session so far.

Fraud prevention

Champion expressed frustration with what he sees as incomplete action on fraud legislation. โ€œThey didnโ€™t move the bill at all. They didnโ€™t move any other bills as it pertains to fraud,โ€ he said. 

โ€œI question their true commitment to this issue, as opposed to just wanting to use fraud as a way to be in the bully pulpit โ€ฆ highlighting the issue but not doing anything to protect Minnesotans and their resources.โ€

Despite challenges, Champion pointed to progress made through the Senate, including expanding agency authority to close loopholes and improve coordination. โ€œAgencies werenโ€™t always able to collaborate with each other to identify patterns of people moving between programs,โ€ he said. 

Champion noted that the Office of Inspector General Bill, passed in the Senate but stalled in the House, centralizes investigative authority with subpoena power and oversight capabilities. โ€œWe did some things, but we have to continue building on those efforts,โ€ he said.

Capitol security 

Security at the State Capitol is another priority, particularly in light of violent threats last year. Champion described new steps taken to protect staff, legislators and visitors. โ€œI put forth a policy that bans firearms in the Senate gallery,โ€ he said. 

โ€œThe rationale is simple: The gallery overlooks the Senate floor, and anyone with a firearm could pose a serious risk. This ensures public safety while maintaining legal carry restrictions elsewhere on campus.โ€

Governor Walz also signed an executive order restricting firearms on the Capitol campus to permit holders, and similar measures have been extended to the Senate building. Champion said these steps are part of a broader effort to secure both private homes and public spaces.

ICE operations 

Champion addressed the recent โ€œMetro Surgeโ€ immigration enforcement actions and proposed legislation to ensure accountability. โ€œOne of the bills Iโ€™m putting forth says it is illegal for ICE agents to wear masks,โ€ he said. 

The bill aims to ensure accountability when federal agents interact with Minnesotans. Additionally, he plans to create a private right of action for residents whose constitutional rights are violated, providing a legal avenue to challenge misconduct.

Champion also emphasized support for local businesses impacted by ICE operations. โ€œWorkers donโ€™t go to work, citizens donโ€™t patronize businesses, and the economic hit is widespread,โ€ he said. Lawmakers are exploring supplemental budget measures to provide relief while preventing potential fraud in assistance programs.

Collaborative approach

Champion stressed that much of his work involves collaboration with colleagues and community advocates. โ€œEverything Iโ€™ve talked about will be done in concert with someone else, whether in the House or community groups,โ€ he said. 

He highlighted ongoing efforts around firearms legislation, oversight gaps, and protections for civil rights, noting that while some measures will be carried by other legislators, he fully supports these initiatives.

Looking ahead

Beyond fraud, security, and immigration enforcement, Champion is keeping a close eye on the supplemental budget, bonding projects, and health care funding. โ€œWe have to consider the immediate needs of Minnesotans while balancing our resources,โ€ he said. 

โ€œProgress requires attention to detail, collaboration, and a willingness to address the root causes of problems, not just the symptoms.โ€
