For many Black Minnesotans, the construction of Interstate 94 in the 1960s is a story of lossโ€”one of severed communities, uprooted families, and dreams bulldozed to make way for progress. Now, for the first time in over six decades, the Minnesota Department of Transportation (MnDOT) is revisiting this history with a new approach: Rethinking I-94.

This comprehensive project aims to repair and revitalize the corridor connecting Minneapolis and St. Paul, ensuring that the voices of communities most impacted by its original construction are at the forefront of the conversation.

Healing Historical Wounds

The neighborhoods around I-94, many of which were predominantly Black, bore the brunt of the highwayโ€™s creation. Families were displaced, businesses shuttered, and community ties were shattered. These injustices left scars that are still visible today. MnDOT and the Federal Highway Administration (FHWA) acknowledge these past wrongs and are committing to a process that centers equity, connectivity, and community well-being.

The goals for this effort go beyond infrastructure. They include reconnecting neighborhoods, fostering economic opportunities, and creating a healthier environment for residents who live, work, and play near the I-94 corridor.

A Youth-Centered Approach

Recognizing the importance of engaging the next generation, MnDOT has launched a Youth Leadership Program. This eight-week initiative is designed for high school sophomores and juniors who live or study near the corridor. Participants will gain hands-on experience in transportation planning, environmental review, and community engagement.

This program is an excellent opportunity for young leadersโ€”whether college-bound or pursuing skilled tradesโ€”to help shape the future of their neighborhoods while gaining valuable skills.

Engaging the Community

In 2023, MnDOT unveiled ten possible alternatives for rethinking I-94 and invited the public to weigh in through surveys, community events, and neighborhood meetings. Over 3,500 survey responses highlighted the community’s priorities and concerns.

As MnDOT evaluates these alternatives, they continue to refine their plans based on this feedback. In early winter 2025, MnDOT will present the results of its evaluation, followed by a public comment period.

This iterative process underscores the importance of community input in ensuring the final plan reflects the needs and aspirations of those most affected by I-94.

A Path Forward

Rethinking I-94 is more than a transportation project; itโ€™s a step toward restoring what was lost. For Black Minnesotans, itโ€™s an opportunity to have a meaningful voice in shaping a corridor that has long divided our communities.

The project teamโ€™s commitment to equity, safety, and sustainability signals a promising future. But the road ahead requires continued vigilance to ensure this process doesnโ€™t repeat the mistakes of the past.

  1. Next weโ€™ll be looking to address the woes of those adversely affected by the construction of I-35. Didnโ€™t that also displace/uproot/sever black neighborhoods?
