Federal Shutdown Ends: SNAP and MFIP Benefits Restored for Minnesota Families
Minnesota families receiving SNAP and MFIP can finally breathe a sigh of relief. With the federal shutdown over, both programs have resumed their normal payment schedules. This guide explains how to apply, renew, replace EBT cards, and access drop box and WIC resources now that benefits are back on track.

The longest federal shutdown in U.S. history has finally come to an end, bringing long-awaited relief to the thousands of Minnesota families who depend on SNAP and MFIP to keep food on the table. After weeks of worry and uncertainty, state officials have confirmed that both programs will return to their regular payment schedules.
SNAP, the Supplemental Nutrition Assistance Program, provides monthly support for low income households to purchase groceries. Benefits are loaded electronically onto an EBT card that works like a debit card at approved retailers. The Minnesota Family Investment Program, or MFIP, has also resumed its normal timing.
How to Apply for SNAP
Minnesotans in need of food support have several ways to apply:
โข Apply online through MNbenefits
โข Download and submit a Combined Application Form to Hennepin County
โข Call 612-596-1300, Monday through Friday, 9 a.m. to 4 p.m.
WIC Support for Families
The Women, Infants and Children program, known as WIC, continues to provide benefits that help pregnant people, new parents, babies, and children up to age five access nutritious food. Families can apply and upload documents directly through the WIC website.
Uploading Documents Safely
Applicants and current recipients can use InfoKeep, a secure online platform where users can upload verification documents directly to their caseworker.
Translation services are available for those who do not speak English.
Using or Replacing an EBT Card
Once approved for SNAP, recipients receive an EBT card in the mail. The card can be used to buy groceries at participating stores. Anyone unable to receive mail should contact Hennepin County at 612-596-1300 to arrange another option.
If an EBT card is lost, stolen, or malfunctions, only the Minnesota Department of Children, Youth and Families can issue a replacement. Instructions are available through the stateโs EBT FAQ page.
Renewing SNAP Benefits
Households renewing SNAP must visit MNbenefits and select Apply Now. Renewals follow the same steps as first time applications.
Recipients will also receive a paper renewal form, DHS-8107-ENG, even if they complete the process online. The form can be:
โข Uploaded through InfoKeep or MNbenefits
โข Faxed to 612-288-2981
