Why Grocery Bills Still Hurt

While Decemberโ€™s inflation report shows overall price growth holding steady at 2.7%, grocery prices continue to weigh heavily on Minnesota households. New data highlights how years of elevated food costs have reshaped family budgets, even as inflation moderates in other areas of the economy.

Decemberโ€™s inflation report showed annual price growth holding steady at 2.7%, reinforcing
expectations that the Federal Reserve is likely to keep interest rates unchanged. But food costs remain a persistent pressure point for households, even as broader inflation moderates.

According to the U.S. Bureau of Labor Statistics, the price of food at home โ€” groceries
purchased for household consumption โ€” rose 29.4% between March 2020 and December
2025, pushing the average monthly grocery budget to $700. While prices to eat at home have
increased by a more modest 2.4% over the 12 months ending in December 2025, that
slowdown follows several years of unusually high inflation.

A new analysis from Trace One examines how grocery spending varies by state and how food
costs compare to overall household budgets. In Minnesota, households spend an average of
$579 per month on groceries, accounting for 6.40% of total consumer spending and 43.20%
of all food spending. The findings help explain why grocery bills continue to feel elevated, even as inflation cools in other categories.

Whatโ€™s Driving the Ongoing Pressure

Although grocery inflation is no longer a primary driver of overall price growth โ€” prices for all
items excluding food rose 2.6% over the same period โ€” the cumulative impact of higher food
prices has reshaped consumer behavior. Households continue to adapt through changes in
product selection, store preferences, and overall spending patterns.

Looking ahead, relief may be limited. The U.S. Department of Agricultureโ€™s Food Price
Outlook projects a 2.3% increase in food-at-home prices in 2026, signaling that elevated
grocery costs are likely to persist.
